A Comprehensive Report - Executive Summary
The 1986 Risk Retention Act provided for the establishment of Risk Purchasing Groups (RPGs). Through early in 2007 approximately 700 RPGs have been formed. Is that an indication that there are only 700 homogenous liability groups in the US or an indication of lack of knowledge of the advantages of forming a RPG?
